This is a female Photuris, but I’m unfortunately not confident identifying beyond that. (There are about 5 species that fit the criteria of being 15 mm long and having dark or moderately colored hind coxae.) I am curious whether the rapid flashing (flickering) happened before or after you caught this individual. Sometimes rapid strobing is a response to being caught/handled.
